Filepanels mixing un/localized folder names

Description
This is hrev41406.
When you're running a localized Haiku with the option to use localized app and folder names, those are mixed with the unlocalized versions. There are probably more occurrences of this, but I noticed it in Expander.
The source (Quelle) and destination (Ziel) paths don't show up localized (should be "/boot/Papierkorb/"). The file dialog to choose another destination also sports a "'home' wählen" for picking the current location, the home folder, instead of "'Benutzer' wählen", like folder name appears in the listing above that button.
I've put this ticket into the "Expander" category for now, feel free to move it to a more general category. In my mind, the apps ideally shouldn't have to do the "locale-conversion" themselves, but rely on the system dealing with that. If that's possible...

Yep. Same mix. I've tested with the French locale, because currently the German translation doesn't translate most folder names.
