Stack and tile doesn't forget titlebar auto-arrangement

1) Open the "Haiku" tracker window from the desktop. 2) Stack it to a WebPositive window. 3) Close the "Haiku" tracker window. 4) Re-open the "Haiku" tracker window from the desktop, the titlebar will be in the same place it was when the window was stacked with the WebPositive window.

I understand how this behaviour perhaps makes sense when the titlebar has been manually moved with the shift key, however it feels that if someone is a heavy user of the stacking feature, the titlebars throughout their system are going to be in constant disarray.

R1 Alpha 3 has not yet been released. This was with an R1 Alpha 3 Release Candidate image.

Cannot reproduce on r1a4 (and manually moved tabs still remember their location.)

(There can be a drawing issue when closing, but that seems to be #8569/#8697.)
