I can't exactly replicate this on hrev43524 with a resolution of 1024x768, but if I increase my window size to 132x40, it does flow off the screen, but the save as defaults button doesn't keep the window size, so I can't tell if it'd do that on start.

The problem was checked during GCI 2011. After reproducing it on hrev43238, running in VirtualBox 4.1.4 and opening the new window, it wasn't larger than screen. It may mean, that you're using too small resolution.
