I have left English as language, in Locale prefs. But sometimes Tracker (where attributes are listed) switch to Russian (i guess is Russian, i don't know for sure!) Screenshot attached.

It is Russian, yes. Most likely you expanded some zip archive to /boot which came from a russian developer.
