Some folders/partitions don't use Locale settings in column headers

Description
This is hrev42466 gcc2h.
I have set my Locale settings to German, including app/folder names in Tracker/Deskbar. While my boot partition shows "Name, Größe, Geändert" for the "name, size, modified" columns in Tracker, another partition sticks to English (while still another partition does show German headings...).
There's also the app Bulletin Gator I wanted to check out, whose folder shows the column heading in Italian.
Are there some attributes involved? Shouldn't those be overridden by the system settings?
Not sure where to put the ticket, I take "Locale Kit" for 100. Assigning to Oliver as I suspect he was the last guy playing with the locale stuff.

This is a Tracker problem, not the Locale kit's fault at all. The problem is that Tracker's viewstate attribute stores the column names as well, seemingly that part wasn't properly adjusted when modifying Tracker for locale. Consequently, whatever language the folder was last viewed in is what gets stored to said attribute, and is then recalled when reopening the folder. If you want to verify that, try removing the _trk/viewstate_le attribute from one of the folders in question (without it currently having an open window), and then opening it again.

(In #8703) It is Russian, yes. Most likely you expanded some zip archive to /boot which came from a russian developer.

I can confirm that, I had expanded rdesktop from haikuware.ru and that's when I noticed this, hrev46164.

This should not be too hard to fix. It relates to #13976 so I will take ownership.
German set in Locale prefs. Got a mix German, English, Italian
