Drop down box's do not work with keyboard

Description

For example if you go into a control panel dialog (any dialog box really) and use tab to select a drop-down box, press space to drop it down and the up and down arrows do not work.

Also if you push tab, the focus moves away from the drop-down, and it does not disappear.

This might also be a problem of how the app_server currently routes keyboard input.
