Today I tried the same mouse on my HP Mini 311 netbook and it works there as well (again slow and jerky). The common factor on the working units appears to be that both are using nVidia chipsets, whereas the non-functional PC is Intel.

Syslog is full of:
2481 KERN: usb error ehci -1: qtd (0x6b2fe80) error: 0x00038d52
I assume a problem with the EHCI driver?

I would like to add that the same mouse plugged into a second Haiku PC does work (although very slow and jerky). The difference is that this second PC is using a Nvidia nForce Pro 3050/3600 chipset. I can create a second ticket for the second PC, with attachments, if needed.
