i18n: Added new translations to Haiku

Maybe this is not the best place for this, but I think if a new translation added to Haiku, than we need to follow these steps:
- create new language at Pootle
- create new user guide documentation
- create new default entry in the wiki
- create new mail list
- send a mail to the users about the above links, access, the main translator person
And I think all of these links need to be in one place, like at the http://i18n.haiku-os.org/
Why this "idea"?: There are much more translation on Pootle than on the user guide, and on the wiki page. I think some translators do not known about the other "tools". It would be fine if all documentation, interface translation, etc. would be available in all languages.
The http://i18n.haiku-os.org/ site has no index page now. It can be contain all of the translation related links and how-to (for example: how to create new translation for a new language).
And I think it would be useful if the registered users can see all of the translator's username and email for the languages. For example I have no idea who has translated the Hungarian language at Pootle.
